This dashboard reflects data from our by-name list, updated monthly by reports from our region's Homeless Management Information System (HMIS). Quality by-name data is essential to understanding our progress toward achieving and sustaining functional zero.

What is Functional Zero?

Functional zero is a milestone indicating a community has measurably solved homelessness for a population, meaning that the number of people experiencing homelessness at any time does not exceed the community's proven record, or threshold, of housing at least that many people in a month.

While sustaining functional zero, individuals may still experience homelessness, but those experiences are rare and brief.  This requires having systems in place that are preventing homelessness, quickly detecting homelessness when it occurs, and permanently and promptly resolving those incidents.

Abilene is proud to have achieved and sustained functional zero for our veteran, chronic, and family populations, and we are working toward the milestone for singles and youth.
